Information system for detecting destructive information on the Internet to appear in Russia

“Vector X” will receive 57.8 million rubles for creating the first stage of a system for recognizing signs of propaganda, extremism and terrorism in media materials.

The “Vector X” company became the winner of the competition for the development of the Internet Resources Monitoring information system (IS MIR-1), which was conducted by the General Radio Frequency Center (GRFC), subordinate to Roskomnadzor. It will receive 57.8 million rubles for creating the first stage of a system for recognizing signs of propaganda, extremism and terrorism in media materials, the GRFC’s press office told TASS on Friday.

“The winner is the “Vector X” company. It will develop a system that will use artificial intelligence to detect information prohibited by the laws of the Russian Federation on the Internet. The cost of the first stage will be 57,840,000 rubles. It will be completed by the end of the year,” the official statement says. 

It is noted that the system is based on a search robot that detects and collects new media materials in the open Russian-speaking media space. Then the neural network analyzes all the information collected by the robot and, using natural language processing services, helps experts determine the tonality of materials and the presence of signs of propaganda of extremism, terrorism, drugs and calls for suicide. “It is also assumed that the system will be able to identify mirrors (clones of pages), as well as inaccurate copies of materials and predict the channels and sites for their possible distribution, depending on the content and sources,” the press office added.
