Digital Ministry to launch a marketplace for Russian software

According to the press office of the Ministry of Digital Development, Communications and Mass Media, the ministry is opening a call for applications from copyright holders for placing products on the marketplace of Russian software. The corresponding form is already available on Gosuslugi website, or the Public Service Portal.

“We made the form as simple as possible. There is a mandatory requirement that each product must be included in the register of Russian software, and the applicant will have to enter the product’s registration number. The information contained in the register does not need to be duplicated. It will subsequently be provided automatically,” says Maxim Parshin, deputy head of the Digital Ministry.

The ministry has also announced its intention to make the marketplace a convenient platform for cooperation between copyright holders and Russian software contractors. Each product’s page will provide data on its functionality, price, fields of application, compatibility with operating systems, and information on which of the foreign solutions it can replace.

On March 22, Maksut Shadayev, head of the Digital Ministry, announced that the first trading platform for Russian software would go into operation in May. “We’ve already begun to reassemble the register of Russian software trying to turn it into a full-fledged marketplace. We’re hoping to launch the first version of the marketplace in May,” specified the minister, while also noting that import substitution for specialized software “seems especially concerning.” This applies to oil and gas software, engineering software for complex designs, and graphic software for regular users.

Earlier, the ministry proposed to introduce a moratorium on fines for selling devices that do not have Russian software preinstalled. As explained in the press release, this solution aims to resolve the legislative conflict that arose after the government allowed parallel import of goods. Legally, to avoid fines, manufacturers must preinstall Russian software on their devices. At the same time, parallel import implies the supply of goods to the country from third parties without the consent of the copyright holder. The Digital Ministry suggested that only sellers should be free from fines. According to the press office, the ministry has already prepared draft amendments to the Code of Administrative Offences.
