The “Matrix of Needs” of Russian companies providing IT solutions will be submitted for consideration to the Presidium of the Government Commission on Digital Development chaired by the Deputy Prime Minister of Russia Dmitry Chernyshenko, according to an interview given by Maxim Parshin, Deputy Minister of Digital Development, Communications, and Mass Media.

He reminded that submissions were open for field-specific competence centers until August 1. According to the deputy minister, as the tasks facing the industries were identified, a matrix of needs, showing in which fields and what kind of domestic IT solutions are needed to replace the imported ones, was created. “This matrix will be sent to the Government and submitted for consideration to the Presidium of the Government Commission on Digital Development chaired by Dmitry Chernyshenko,” Mr. Parshin said.

The deputy minister pointed out that, during a meeting between government officials and large companies held at the CIPR 2022, it became clear that “in some areas, we’ve got blank spaces, that is, there are no domestic solutions whatsoever; in other areas, our solutions have less than 40 % of necessary features, which is the ‘orange’ zone, so to speak; those of them with 40 to 70 % belong to the ‘yellow’ zone; and those with over 70 %, to the ‘green’ zone.”

According to Mr. Parshin, specific project proposals will be prepared by field-specific competence centers and industry committees by August 19 and submitted to the Ministry of Digital Development and the Ministry of Finance. “By September 7, we have to go through all projects and decide which ones will have priority of support now and which ones, in the next stage, based on their importance, readiness, and so forth.”

The deputy minister allows for the possibility that the demand for domestic solutions will surpass the current ability to keep up. The issue will be addressed along the line, and in case there are more worthy projects than expected, the Ministry of Digital Development will submit a request for additional funding for this type of support to the Government.
