On the 14th of July 2023, Center for Global IT-Cooperation together with Plekhanov Russian University of Economics (PRUE) is going to hold Round table “A safe pirate haven? Russia at the crossroads”.

See nothing, hear nothing: dilemma of internet piracy in Russia

For more than already two years, Russian experts have been disputing over mandatory licensing of the content of Western companies that have left the Russian market: from software developers to film studios. Some say that it can hurt Russian content creators, while others think that it may alternately serve as a stimulus to increase the quality of domestic products. But while experts are arguing, a simple Russian user steps on the “information pirate” path as he commonly sees no other opportunities for himself. Moreover, Russian legislation does not prevent such a choice, since it slightly punishes for relevant law violations and makes “pirating” attractive to many of us. However, what is hidden behind that "free" content?

Speakers of the round table are going to discuss how to treat information piracy in Russia: should it be banned or ignored, or maybe even supported? The discussion will also touch upon such issues as encouraging the legal use of copyrighted content, methods of copyright protection by Russian companies and imperfection of existing legislation towards anti-piracy campaign. International practices in the field of Internet copyright protection will be touched as a separate topic.
