The Ministry of Digital Development, Communications and Mass Media of the Russian Federation will provide Rosstat with the resources of the state unified cloud space for storing data. This was reported to TASS in the office of Deputy Prime Minister Dmitry Chernyshenko following a meeting on the implementation of the Digital Analytical Platform (DAP) in trial operation.
The meeting was also attended by the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev, the head of Rosstat Pavel Malkov, representatives of the Russian Ministry of Economic Development and other federal authorities.
"Following the meeting, a number of decisions on the development of the system were adopted. In particular, the Ministry of Digital Industry of Russia will provide Rosstat with the resources of the state unified cloud space for storing data, and a number of ministries and departments will take part in the implementation of pilot projects based on the DAP in the second half of 2021. Also, we consider the possibility of integrating the platform with the portal of public services, which will make it easier for respondents to provide reporting,"- explained in the office of the Deputy Prime Minister.
Chernyshenko also noted the importance of simplifying the procedures for submitting statistical reports and increasing the efficiency of calculating the final indicators. "The digital analytical platform is developed based on the needs of users, which means it should help businesses and authorities make key socio-economic and business decisions. It is necessary to get rid of duplication of statistical forms and indicators that are collected by various departments," said Chernyshenko, whose words are quoted by deputy prime minister's office.
He clarified that it is also important to understand how the information already collected is used, whether it is in demand or ‘is simply stored on archive shelves’. "Ultimately, the development of the platform will reduce the burden on business and become a new step in integrating Russian statistics into the digital state," Chernyshenko explained.
The Deputy Prime Minister added that Rosstat extensively worked with users of statistical information and respondents when creating the platform, which made it possible to take into account their wishes and make the platform's functionality as convenient as possible for the real economy.
About the platform
Earlier, Russian Prime Minister Mikhail Mishustin approved the regulation on the Digital Analytical Platform for the provision of statistical data. The resource was instructed to be put into operation until January 1, 2022, and Rosstat was appointed its operator.
The platform will integrate various statistical systems. In particular, we are talking about the register of forms of statistical observation and statistical indicators, a single repository of statistical data. Thus, the main participants in statistical accounting - government agencies, respondents and data users - will now interact in a single digital environment. The launch of such a resource will allow unifying the procedures for collecting, storing and distributing information, avoiding duplication of reporting and establishing multiple use of primary data.
