The Center for Global IT Cooperation participated in Law in the Digital Age: Law and Technology, the XI International Research-to-Practice Conference, which was held on December 9 in online environments.

Deepfakes Need Regulation

The Conference was organized by NRU HSE (National Research University Higher School of Economics). The purpose of the conference was to generate proposals for the further development of legislation with the development of modern technologies.

Director of the Center Vadim Glushchenko addressed the plenary session "Electronic Government: Legal Approaches in Russia and India". He emphasized that the plenary session dealt, among other things, with confidence-building in e-governance, openness, transparency and inclusion. These issues are inseparably connected with the problems of regulation of new information technologies, first of all AI. This issue is one of the key topics for the Center, which pays close attention to regulatory innovations in this area around the world and strives to contribute to making the discussion about the legal future of AI in Russia fruitful and useful for all stakeholders. 

Proof of this is the Center's new report “Deepfakes in the Digital Space: Basic International Approaches to Research and Regulation,” which examined some 200 materials and projects. "It is obvious that the process of taking legislative measures in this area is being implemented quite slowly, step by step. This is mainly due to the fact that the problem of deepfakes is a multifaceted problem: it cuts across many other areas and issues, touching on acute and sensitive areas. That is why the challenges of deepfakes are being discussed in the most authoritative international platforms: the UN, ITU, G20, OSCE, OECD, the Institute of Electrical and Electronics Engineers," Vadim Glushchenko noted.

He concluded his speech by suggesting that the state and the entire community should create an inter-institutional working group to develop an internal legislative act on deepfakes, because the sooner the search for solutions begins, the better it will be for the development of the entire industry.
