On September 8, 2023, the second day of the forum, the session "Russian-Chinese Business Relations on the Development of the Microelectronics Market" featured a report by A.G. Ignatiev, Head of Analytical Department of the Center for Global IT-Cooperation, on the topic "Cooperation with China: Microelectronics and Information Technologies".
The speech outlined the general trends and strategies of the main players in the semiconductor market, gave the most expected scenarios for this area, which acquires strategic importance under the sanctions regime and tough trade, economic and technological competition between states. The speaker stressed that, in fact, we can talk about a certain reformatting of the industry due to the desire of developed chip-producing countries to localise all the main cycles of microchip creation in their territories.
As basic directions that can be worked out with Chinese partners, Andrey Ignatiev singled out placement of orders in China on the basis of Russian design made by domestic design centres and research and production organisations; supply of chips from China as an alternative to meet Russia's needs in those products that used to come from foreign companies that left our market as a result of sanctions; as well as manufacturing of field programmable gate array (FPGA) and application-specific integrated circuits (ASIC) in China on the basis of original Russian developments.
Cooperation in the development of standards for printed circuit boards, ultra-high frequency and power electronics, cooperation in the development of standards for reliable and safe systems based on artificial intelligence technologies - these and other proposals were also included in the presentation of the report.
The Chinese side expressed interest in considering the projects proposed by the Center for Global IT-Cooperation and highly appreciated the prospects of mutually beneficial Russian-Chinese cooperation in the field of microelectronics.
