Vadim Glushchenko, Director of the Center, took part in the session on the capabilities and limitations of digital technology regulation through the application of soft law. In addition, the results of the first year of operation of the AI Code of Ethics in Russia and the adaptability of foreign experience in the regulatory control of AI technologies were discussed. The session was moderated by Anna Abramova, Director of the MGIMO AI Center and the Center's Expert Analyst.

Vadim Glushchenko noted the importance of the AI regulation agenda in the context of the Internet Governance Forum (IGF), where 30% of the sessions at the last Forum in Ethiopia were related to these technologies. He also described the potential of discussions on the data and AI regulation within the framework of the elaboration of the Global Digital Compact (GDC). 

"There was a lot of talk about the concept of "trusted AI", approaches to risk management and the need to develop national regulations, especially in the medical field. A universal AI technology scorecard was even proposed to assess the same at different levels allowing to identify areas of responsibility along the "developer-state" pathway. 

It is clear that the risks and threats that our experts have been talking about for several years are now being recognized at the international level. A global consensus is beginning to emerge on whether the decision-making process of the AI system should be human-understandable," he concluded. 

At the end of his speech, the Director of the Center called on all stakeholders to contribute to the formulation of proposals for the GDC from the Russian expert community, which the Center is currently bringing together and consolidating.
