Trends in Internet Governance Leave Maneuvers for Russia

The conference is dedicated to the topical areas of ICT infrastructure development, improvement of the regulatory framework, import substitution and export-oriented issues. The event was traditionally attended by representatives of government agencies, telecommunications companies, research institutes and other industry organizations.

Vadim Glushchenko, Director of the Center for Global IT Cooperation, spoke at the "Ensuring trust and security in the development and use of Internet infrastructure. National Interests and International Interaction" round table. He spoke about the results of the XIII UN Internet Governance Forum (IGF) - the most important platform for discussing topical issues of the global network development, which was held in Kyoto (Japan). In the Kyoto messages adopted after the Forum, there are certain conclusions that deserve Russia's special attention in terms of its interests in international digital cooperation. 

First of all, we are talking about the desire to preserve the connectivity of the Internet and to formulate common international principles for the functioning of the global network, including in the form of modular agreements. Special attention in the messages was paid to the Global Digital Compact, which is to be finalized this year. In particular, there was a call to actively involve the technical community in the realization of the UN Charter goals in digital, to rely on their opinion and expertise, rather than relying solely on the opinion of legislators and regulators. 

"Actually, a multi-stakeholder approach to addressing issues related to Internet development runs through all the messages. The IGF community sees the development and achievement of any agreements through the realization of the principle of involvement of all stakeholders in the discussion and decision-making," Vadim Glushchenko concluded. 

The next IGF will be held in Riyadh (Saudi Arabia) from December 15 to 19, 2024, and the Russian delegation has already started active preparations for participation in the event. The Director of the Center reminded that it is important for the Russian expert community not to miss the chance and to participate more actively in the IGF work at the level of all interested groups. At the same time, the Global South, whose voice is growing louder, should be brought to its side.
