Rulemaking Is Part of AI Development

Editorial Board of the Center for Global IT Cooperation

"Step into the Future" brought together domestic and foreign experts of digitalization of the economy, representatives of public authorities, scientific community and IT-companies. The Forum will become one of the platforms of the "Data Economy" national project, the development of which is already being finalized by the country's government.

Vadim Glushchenko, Director of the Center, spoke at the "Modern Technologies in the Media Sphere and Education: Risks and Prospects" session dedicated to training of personnel for the media industry and journalism under conditions of widespread introduction of artificial intelligence. The discussion was moderated by Vasily Zudin, Deputy Director of the Center.

Vadim Glushchenko noted that the process of AI development should go hand in hand with the development of legislative regulation of this sphere, otherwise chaos will ensue. However, such an important part of the AI debate naturally causes a lot of controversy in the world, but it is necessary to be able to find compromises between the different participants.

A month ago, Russia approved an updated National Strategy for the development of artificial intelligence until 2030, he recalled. It is designed to accelerate the development of AI, conduct scientific research in this field, increase the availability of information and computing resources for users, and improve the system of training in this area. In addition, the document does not bypass the parties and ethical issues.

At the international level, in addition to initiatives from different countries, a High-Level Advisory Body on AI was established last year under the UN Secretary General. It consists of 32 experts from around the world who formulate recommendations for the international governance of AI technologies. The Body also includes a representative of the Russian academic community - Anna Abramova, Director of the AI Center of the Moscow State Institute of International Relations.

"Overall, it's hard to overstate the impact of artificial intelligence on our lives: it's becoming an integral part of both our education and careers, as well as our everyday lives. However, the issue of the development of this technology will largely depend on whether the world community will be able to contain this "genie in a bottle" and establish a set of rules acceptable to all," Vadim Glushchenko concluded.

The Director of the Center also reminded that at the Youth Digital Forum, which will be held on April 5 at Cyberdome, the topic of AI will also be one of the main discussion points, and invited everyone to participate in this event.
