Artificial Intelligence: the Development of Cross-Sectoral Interaction

On December 7, 2022, an Extended Meeting of TC 164 Artificial Intelligence Technical Standardization Committee was held at the venue of Federal Research Center for Computer Science and Control of the Russian Academy of Sciences (held within the framework of the 14th International Conference on Intelligent Data Processing, IDP‐2022).

The event included plenary and breakout sessions, to which representatives of specialized federal government agencies, related technical committees for standardization and industry experts were invited. Today TC 164 unites 63 organizations, has developed 40 national standards and is actively preparing drafts of new documents, including those based on international standards.  

At the “Cross-Sectoral Issues of Artificial Intelligence” meeting the reports were made on current scientific problems of technology development: data handling standards; natural language processing; explainable AI (XAI); fundamental aspects of standardization and AI in the digital industry. 

During the meeting, a panel discussion was held with representatives of the Russian Federation Ministry of Economic Development and Trade, the Analytical Center under the Government of the Russian Federation, the National AI Development Center under the Government of the Russian Federation, the Codex Consortium, Big Data Association, Okenit AO. Chief Analyst Andrey Ignatiev, who was one of the experts of TC 164 and participated in a number of standardization processes by ISO/IEC task forces, took part in the discussion on behalf of the Center for Global IT Cooperation.

The participants discussed the issues of coordinated development of national standards, expressed their recommendations to enhance the efficiency of cooperation. In particular, Andrey Ignatiev suggested, in his speech, to develop cooperation based on spotting of topics and areas of common interests as applied to the profiles, tasks and specific character of each category of actors and partners at three basic levels – government agencies, related standardization TC (there are about 20 TCs in the IT field) and various research centers. The issues of terminology development, system classification, methods of assurance, system quality, reliability and safety assessment were pointed out as the most realistic ways to enhance the efficiency of common efforts.
