Top Experts, IT Leaders, Government Representatives and Bloggers to Speak to Youth RIGF Sections
The discussions at Skoltech will be attended by representatives of government agencies, news agencies, scientific and business communities, as well as famous bloggers and TikTokers.

The future of the Russian IT industry, 'brain drain' and career prospects of Russian youth will be discussed at a section called "Digital Economy: Utopia or Anti-utopia". These topics will be dealt with by Yevgeny Komar, director of the Department of Information Technologies of the Russian Government; Alexander Krainov, head of computer vision and artificial intelligence technologies at Yandex Group; Alexei Maleev, director of distance learning programs at MIPT; Maxim Fedorov, vice president of Skoltech in artificial intelligence and machine modeling; Anna Nesterova, board chairperson of export e-commerce platform GlobalRusTrade, Denis Konanchuk, director of the corporate training department at Skolkovo Moscow School of Management, and Dmitry Rud', DDoS-GUARD commercial director.

A discussion of legal regulation, control of data collection and processing, and consumer privacy violations will take place at "My personal data: who do they really belong to? The section's speakers will include Milosh Wagner, deputy head of Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor); Vladimir Kuznetsov, director of the United Nations Information Center in Moscow; Peter Kimpian, representative of the data protection unit of the Council of Europe; Victor Naumov, managing partner of the St. Petersburg branch of Dentons; Anna Dupan, director of the Institute for Legal Research at the Higher School of Economics, and Alexey Natekin, CEO, Data Souls, founder of the Open Data Science community and Data Fest project organizer.

As part of the "(Non)virtual Reality" section, participants will discuss the problem of digital addiction and analyze the influence of the internet on everyday life and the automation of human consciousness. The keynote speakers of the section are scheduled to be Oleg Kachanov, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, Olga Rubtsova, Head of Interdisciplinary Research Center for Modern Childhood at Moscow State Pedagogical University, Anton Klyuchkin, General Director of the Internet Development Institute, and Tamirlan Kuliev, a blogger with more than 900,000 followers on Instagram and 2.6 million subscribers in TikTok.

In 2020, due to the pandemic, the Internet and social media became an integral part of people's lives all over the world, and the total number of their users has reached unprecedented heights. Kirill Kolesnikov and Nikita Starushko, two famous Russian bloggers and TikTokers with thousands of followers, will take part in the discussion of the future of social networks and the prospects for the emergence of new social platforms. The participants in this section of the Forum will also be addressed by Boris Glazkov, vice president for strategic initiatives at Rostelecom, Denis Zavarzin, head of the Center for Research and Network Monitoring of the Youth Environment, and Olga Prokopova, editorial director of the TASS news agency.

The role of section moderators also went to experienced professionals working in the IT field. David Monastyrsky, Chairman of the Youth Council of the Bank of Russia, will lead the discussion on the digital economy; Roman Chukov, a Russian representative in the Multilateral Advisory Group of the United Nations Forum on Internet Governance and Chairman of the Council of the Center for Global IT Cooperation, will lead a discussion on personal data; political scientist and journalist Anton Khaschenko will moderate an exchange of opinions on digital addiction and virtualization, and a conversation about social networks of the future will be anchored by Karina Kross, a popular singer, presenter and blogger. The section moderators' goal is to reveal the most profound and interesting aspects of the topics under discussion at the Forum, focusing on issues of particular concern to young people, and to help formulate applicable solutions. Exciting master classes will also be organized for Forum participants, with Alexey Natekin, a speaker of the personal data section, will talk about the professions of the future, and Vasily Klyucharev, director of the Institute of Cognitive Neurosciences at the National Research University 'Higher School of Economics', will speak on the topic "Is it possible to unite brain and the Internet? What modern neurotechnologies can and cannot do".
