In the section "Real and Virtual World: Boundaries of the Permissible," speakers addressed such an important issue as the influence of the Internet on personality formation. It was mainly about the way the new generation's perception of information from the Internet. Vladimir Todorov, editor-in-chief of Lenta.ru, emphasized the need to talk to children first and foremost in a language they understand. "Content is about emotions. And the virtual world is now much more emotional than the traditional environments in which children get socialized - home, school, outdoors. By appealing to their cultural level, to the content of the past, adults try to catch children interest. There is no interest among the younger generation. And this imbalance leads to serious social crises and other social problems. Therefore, we must first understand what and why they are truly passionate about if we want to communicate effectively with young people. And then we must speak carefully about what we consider destructive. It is not a matter of prohibition, it is a matter of creating an interesting alternative," he said. 

Elizaveta Belyakova, head of the Alliance for the Protection of Children in the Digital Environment, talked about the project, which was recently launched in pilot mode. This is a unique database through which VK, Yandex, RUTUBE and Kaspersky Lab exchange information in real time about detected pornographic content involving minors. Content is filtered in real time on a number of major Internet platforms. In addition, the Alliance is developing tools that parents can use themselves, as even approved content can be dangerous to the immature minds of children. But technical tools don't take away from the importance of developing a child's critical thinking skills and building a trusting relationship with them. "If you think that your child is at home with his or her phone and that he or she is safe, he or she is not. Look at what they're doing, what content they're consuming, what they're doing there," she concludes. 

Such an important topic as the current demands of the job market was addressed in the session "Human Resources for the Digital Economy". According to Yulia Goryachkina, representative of the Digital Economy Autonomous Non-profit Organization, not only IT specialists, but also representatives of the scientific community are needed to form the human resource potential and human sovereignty of the country. "IT specialists are needed in every sector of the economy, for the formation of the human resource potential of the country, for the development of human sovereignty, for the proactive implementation of large projects in the field of import substitution. To solve these problems, the issue of developing scientific communities, attracting children and adults in IT, and the organization of quality education at all levels are key vectors of the state. It is wonderful to see government initiatives that are working closely with business and education to address the shortage of highly skilled IT professionals," she added.  

At the end of the day, the Center for Global IT Cooperation presented a collection of authors' articles "Internet Today and Tomorrow", specially prepared for the Russian Internet Governance Forum. For the second year in a row, the Center has collected the opinions of various industry experts on current challenges in the information space and digital economy, the problems of implementing and using end-to-end technologies, and the tasks of strengthening the Russian segment of the Internet and the IT industry as a whole. The collection is intended to intensify the inter-institutional dialog among specialists and give a new impetus to expert discussions on topical issues of digitalization and development of Internet technologies, including the issues of developing balanced positions and priorities for Russia's effective participation in international cooperation in the current environment. 

The forum was held on April 6-7, 2023 in a hybrid format with the participation of industry experts, business people, government and public figures. The forum is organized by the Coordination Center for .RU/.RF domains and the Competence Center for Global IT Cooperation with the support of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
