International approaches to artificial intelligence

On December 15, Vadim Glushchenko, Director of the Center, spoke online within the framework of the first session of the conference “International Approaches to Artificial Intelligence: Finding a Balance in Preventing Risks and Using Opportunities”.

The discussion was also attended by the Head of the Digital Development Unit and Secretary to the Ad hoc Committee on Artificial Intelligence of the Council of Europe (CAHAI) Kristian Bartholin, project editor of SC 42/WG3/Ethics of the International Organization for Standardization (ISO) Viveka Bonde, Deputy Director of the Department of Information and Press at the Russian Ministry of Foreign Affairs Oleg Gavrilov and Economic Affairs Officer of the ICT Policy Section at UNCTAD Pilar Fajarnes.

According to the panelists, artificial intelligence offers many opportunities, but a balance must be found between active implementation and use of technology and human rights. The technology carries many risks, in particular, the possibility of total control, and therefore it is necessary to develop joint strategies and approaches, hold public discussions and prevent personal data leaks. Cooperation is also necessary to find answers to the question of how to make sure that the interests of all stakeholders are taken into account when developing further practical steps. 

“The topic of AI was one of the most relevant at the UN Internet Governance Forum held in Poland last week, which is reflected in the final document of this global event. As a result of the discussions, in particular, the need to comply with the principles of inclusiveness, non-discrimination, democracy, the rule of law and human rights in the development and implementation of AI was noted. A combination of self-regulation mechanisms, soft and hard approaches is required,” said Vadim Glushchenko.
