Expert: the list of IT giants obliged to open offices in Russia may expand

“It will be more convenient for IT giants and the authorities to solve various problems together, - the joint fight against destructive content will be simplified, it will become more convenient for companies to comply with our antitrust laws, fair taxation,” IT expert Vadim Glushchenko told the Vzglyad newspaper. Earlier, Roskomnadzor ordered a number of foreign IT structures to open their offices in Russia by January 1.

“The decision of Roskomnadzor (RKN) indicates that we are together with the world in this. Almost all countries are now either working on or already adopting laws aimed at improving the regulation of global digital platforms. As a result, relations between the authorities and market players are becoming more equal, and the rights of ordinary users are more protected,” said Vadim Glushchenko, Director of the Center for Global IT-Cooperation.

As you know, not all digital platforms, including those working for the Russian audience, have legal offices in the Russian Federation, Glushchenko recalled. As a result, our users have nowhere to complain to if, for example, the work of the IT giant does not suit them. “There are sales offices, but they do not comply with Russian legislation, so there is almost no point in contacting them with complaints about the platform's behaviour. Now these structures, according to the law, are obliged to open their branches, which will allow building an equal dialogue between them and the state, between them and citizens,” the source said.

“In fact, this law was also adopted in the interests of the companies themselves. It will be more convenient for IT giants and the authorities to solve various problems together – it will simplify the joint fight against destructive content, it will become more convenient for companies to comply with our antitrust laws and fair taxation. These and other controversial issues related to the activities of foreign platforms within the framework of national jurisdiction can be quickly resolved,” he explained.

The expert does not rule out that the list of corporations “obliged-to-land” in Russia will be extended. “Companies from this list have met the criteria of the law. No wonder. But the market is a mobile thing, - Glushchenko pointed out. – One of the key conditions for inclusion in the list is that the daily audience of a foreign digital platform in Russia exceeds 500 thousand people. It is necessary to monitor this indicator, but we can already say that the list is not final. It is quite possible that he will extend”.

The day before, a list of IT companies, which should open their offices in Russia by January 1, appeared on the Roskomnadzor website, Vzglyad reported. The list has 13 foreign structures, including Google, Apple, Twitter, Discord and others. In addition to the obligation to open a representative office in the Russian Federation, these structures “must place on their website an electronic feedback form with Russian users, register a personal account on the Roskomnadzor website to interact with the authorities, install a recommended attendance counter on the information resource, and foreign entities are also required to restrict access to information that violates Russian law”, added to the RKN.

The law on “landing” Internet companies was signed by President Vladimir Putin in July. According to the law, foreign digital resources with a daily audience of more than 500 thousand Russian users must open their official representative offices in the country. It is expected that this requirement will solve several problems at once, related to ensuring equal conditions for doing business for domestic and foreign companies, as well as compliance with the requirements of Russian legislation.
