Improving Data Management Models. Stimulating the exchange of data between the public sector and key market participants

The analytical review contains information about the main approaches to data management at the junction of interests (interaction) between the state and large market players, including the regulation of the circulation of various types of restricted data, the main trends and strategies for the development of the data market of foreign countries, a general analysis of approaches to data market development; as well as recommendations for government agencies, industry organizations and businesses.

The conceptual framework used in the review is based on the Draft GOST R “Information Technologies. Big data. Review and Dictionary”, published in July 2021 by the Federal Agency for Technical Regulation and Metrology, with some additions necessary for a clear understanding of the text.

To disclose these issues within the framework of this study, the following are considered:

·      strategic approaches to the development of the data market in particular jurisdictions (EU, USA, Canada, Australia, China, Japan, South Korea);

·      approaches to defining different categories of data;

·      principles of data circulation, including restricted data;

·      existing requirements for the disclosure of data from government information systems and businesses, including reporting or statistical information;

·      international data standards.

As argumentation and related materials, the full version of the study provides a table with a set of key strategic documents in the field of data market development in various jurisdictions, some models and tools for managing certain areas of data regulation in the countries under consideration, as well as statistical indicators and graphs.
