Vladimir graduated from the Faculty of Journalism, Lomonosov Moscow State University.

In 2015 and 2016, he was the creative director of Mirror LLC. In 2018, he became the head of the Situation Center under the Public Projects Directorate of the Presidential Administration, in 2019 - the Deputy General Director of the ANO "Institute of Internet Development".

In 2020, being a Deputy General Director of ANO "Dialog", he was also the head of the Information Center for Monitoring of the Coronavirus Situation.
