He has headed the Center of Competence for Global IT Cooperation since its foundation. The organization is a think tank that develops ideas for creating a positive image of Russia as a world leader in IT, as well as for summarizing global experience in IT for the needs of the Russian expert community.

Between 2014 and 2020, Vadim Glushchenko worked as an Counsellor on ICT and digital economy at Russia’s Permanent Mission to the EU in Brussels. Before that, he worked at the Rostelecom Department of International Cooperation heading its International Relations Division.
